The Minority in Parliament has criticized government for setting aside the “One District, One Factory” (1D1F) policy implemented by the erstwhile New Patriotic Party (NPP) administration, saying the move has stunted the growth of the private sector.
Delivering his address during debate on the 2026 Mid-Year Budget Review, Minority Leader Hon. Afenyo Markin said the Finance Minister’s presentation of the budget review was hollow and lacked substance.
According to him, government’s claim of stability is a fallacy, as realities on the ground tell a different story.
He cited the 1D1F programme, implemented under President Akufo-Addo, which has been cancelled by the Mahama administration. He said the programme was aimed at boosting the growth of the private sector.
“The 1D1F programme of the Akufo Addo/Bawumia administration was aimed at helping the private sector with low taxes, giving them rebates on the taxes on their equipment and raw materials, and this was going to help the private sector grow,” he said.
He added that when the programme was cancelled, government did not provide any alternative policy to support private sector growth.
Hon. Afenyo Markin said government is not creating jobs in the economy, adding: “Mr. Speaker, even the jobs they came to meet, we have it on record in this very House that this government dismissed thousands of Ghanaian youth, and those who have qualified as nurses and teachers, they are refusing to employ them.”
