The New Patriotic Party’s Communications Officer for Nkwanta South, Stephen Obikyenbi Junior, has formally invoked the Right to Information Act, 2019 (Act 989), requesting comprehensive records on the procurement, contract award and commencement of the Dadiase–Nkwanta Spot Improvement Project.
The request, submitted to the relevant municipal authorities, seeks to establish the full procurement timeline of the road project, following what Mr. Obikyenbi describes as an apparent discrepancy between the date physical works began and the date the tender was publicly advertised in Ghanaian Times Newspaper.
According to the request, site activities on the project are said to have commenced on 6th July 2026, while the tender notice inviting bids was published in a newspaper on 29th July 2026, a gap of more than three weeks. Mr. Obikyenbi says this chronology raises legitimate questions about when procurement approval was granted, when tendering and evaluation took place, when the contract was awarded, and under what authority physical works were permitted to begin.
The request covers several stages of the procurement process. On procurement initiation, it asks for the approved procurement plan, the requisition for procurement, the approved procurement method, the estimated project cost, the funding source, and the approval authorizing the process to begin.
On tender publication, it seeks the original tender notice, confirmation of when the notice was approved for publication, copies of the newspapers in which it appeared, and any record showing when tender documents were made available to prospective bidders.
On tendering and evaluation, it requests the full tender document, the list of firms that obtained or submitted bids, the tender opening minutes, the evaluation report and scores, and the minutes of the relevant tender committees.
On contract award, it asks for the notification of award, the successful bidder’s acceptance letter, the signed contract, the contract sum, the completion period, and the notice authorizing the contractor to commence work.
On payments, it seeks all payment certificates and vouchers issued to date, the total amount disbursed, the payment dates, and the source of financing.
At the core of the request is the sequence of events surrounding 6th July 2026, the date on which physical works are reported to have started more than three weeks before the tender advertisement of 29th July. Mr. Obikyenbi is asking the authorities to produce any emergency procurement authorization, single-source approval, restricted tendering approval, or other legal basis relied upon to permit work to begin ahead of the public tender process.
Should the 6th July date prove inaccurate, the request asks the authorities to state the correct commencement date and to support it with documentary evidence, including site inspection reports, engineers’ reports, project commencement reports, work certificates or payment certificates.
The request is grounded in the Public Procurement Act, 2003 (Act 663), as amended, particularly the provisions on competitive tendering, publication of tender invitations, tender opening, acceptance of tenders, and the point at which a procurement contract formally takes effect.
Mr. Obikyenbi has asked that the information be supplied electronically, preferably in PDF format, and that where any requested record does not exist, the authorities state this explicitly rather than omit it from their response.
The request places renewed attention on the procurement and implementation timeline of the Dadiase–Nkwanta project and is likely to generate further public interest once the relevant authorities issue their response. Until the requested records are released, the questions raised regarding the project’s chronology remain unresolved, and the authorities involved are yet to comment publicly on the matter.
