Sputnik V Deal: Agyemang Manu Didn’t Breach Procurement Process- Deputy Finance Minister Fires

Deputy Finance Minister, Hon. Dr. Lawyer John Kumah has stressed that the Minister of Health, Kwaku Agyemang Manu didn’t breach the procurement process of the vaccine.

According to him, Kwaku Agyemang Manu went through the process but since Sheikh Al Maktoum is a foreigner, the deal should have been laid before Parliament.

The MP for Ejisu Constituency speaking on Wontumi Morning Show emphasized that, though the deal wasn’t sent to Parliament the Health Minister didn’t breach the law.

“Article 107 of the constitution states that the only time we can make a law to take retroactive effect is financial transactions, but Parliament can rectify the transaction under article 108,” he explained.

Lawyer John Kumah affirmed that the good news is that Sheikh Al Maktoum has refunded the money.
