Minority Raises Concerns Over Legality of Released GH₵350 Million Flood Relief Fund

The Minority Caucus in Ghana’s Parliament has flagged the government’s release of GH₵350 million to aid flood victims as illegal, arguing that the money could not have come from the Contingency Fund, since the fund is currently under court proceedings.

Following the floods that hit Accra and other parts of the country on June 29, 2026, the government sought Parliament’s approval to release GH₵350 million from the Contingency Fund. Parliament granted the approval, and the Controller and Accountant General’s Department has since released the funds to the National Disaster Management Committee.

However, at a press conference on Tuesday, July 28, 2026, the Minority led by its Deputy Leader, Hon. Patricia Appiagyei, raised concerns about the source of the funds, alleging that the government had committed an illegality in releasing them.

The Minority’s claim is based on Order 47 of C.I. 47, a High Court order that prohibits the government from accessing the Contingency Fund because a garnishee order has been placed on it, effectively freezing all funds within it.

According to Madam Appiagyei, the Attorney General, in a letter to the Bank of Ghana dated July 1, 2026, directed the transfer of the funds despite being aware that the fund was subject to the court order.

She stated: “The Attorney-General of the Republic confirms in writing that the Contingency Fund the fund established by the Constitution of Ghana is under garnishee proceedings before a court of this land.”

“Until this moment, neither the government nor the Attorney General had breathed a word of this to Parliament or to the people of Ghana,” she added.

The Minority is therefore calling on the government to disclose the actual channel used to transfer the funds, insisting that the money could not have come from the Contingency Fund.
