Huge Legacy Debt Nearly Put Me Off In Accepting DCE Position- Awutu Senya West DCE Recalls

A 5.6 million Ghana Cedis debt inherited by the Awutu Senya West District when the new administration took over from the NDC nearly caused the DCE, Hon Steven Kwame Quaye , to throw in the towel.

“When I saw the quantum of debt in the handing over notes, I quickly rushed to the residence of the MP, Hon George Andah, to raise the red flag by expressing grave concerns about a task which looked impregnable. The common Fund for a four year period could not even be enough to liquidate the debt.” He recalled.

He added, the Hon Andah encouraged me to hold on by giving a serious thought to what the President told us some time past to try to manage whatever situation we would meet. “ I then decided to hold on by engaging the contractors for a compromise meeting which worked perfectly in my favour.”

According to the DCE three years into his administration, he can boldly say that I have been able to retire a big chunk of the debt with only a small portion left yet he is still maintaining a cordial relationship with his creditors.

“Thank God, my administration through proactive measures has been able to confront the challenge and now I can boldly say that the situation is very encouraging .”
According to him the huge debt was accumulated mostly as a result of reckless award of contracts when the NDC was leaving office.

Hon Quaye explained that a lot of contracts were awarded in the area of infrastructural development which were abandoned thus made the payment a burden on us.
On education Hon Quaye said that here has been a marked improvement in the performance of students especially at the basic level.

“We have introduced what we call examination clinic where all final year students are taken through a special skill acquisition programme to prepare them for impending exams especially, in English and how to answer questions correctly. This has helped a lot and now we are out of danger. The school children are doing well.”

On the chances of the NPP in the next election, Hon Quaye, said the grounds are good “because of the achievements of the NPP government.”

According to him almost every part of the district has had its fair share in the distribution of projects in education, roads, health and sanitation security and economic development.
